Cena should be #4 or #5 because his wrestling ability is good but not great. He does have all other stuff like popularity, charisma etc.

Its Cena because PWI is a kayfabe magazine.

In the world of kayfabe Cena is the strongest and most popular champion in the world. Ergo he will be #1.

He deserves it (in many ways).

Nobody has carried a company through tough times like Cena has ...
Nobody has headlined as many PPV's as Cena ...
Nobody has gained more wins that Cena has ...
Nobody is as loved/hated as Cena...
Nobody has done enough in the past twelve months to warrant being #1 more than Cena...

You get the message.

And like MS said, its a kayfabe magazine.

What has he done in the past twelve months? He has had a feud with Angle and won the X-Division title AGAIN. He is no longer undefeated and has been booked horribly by TNA recently. He has still yet to win 'the big one' and hasn't had any memorable feuds, other than Angle.

Cena has had MOTY calibre matches with Umaga/HBK/Orton this year and has achieved all the things I stated in my previous post. Joe doesn't compare in this context.

For the record I do believe it is Cena, but in my opinion the only other person I think an argument can maybe be made for is Angle. Not very likely but still possible.
