CHURCH HILL, Tenn. -- "When I started to back in, I saw a naked baby come running up the driveway," said Jerry Greene, a Falcon View Drive resident. He said when he got out of the truck, the neighbor's dog started barking. That's when the 2-year-old started running towards the fence. "I didn't know if he would stick his hand through the fence and the dog would try to bite him or pull him through the fence," he said.

Greene took the child down the street to where Hawkins County Sheriff's Chief Deputy Tony Allen lives. Allen called the Church Hill Police Department and wrapped the boy in a blanket. "He was shivering. I'd say he was out there for a significant amount of time," Allen said.

Police said the boy's mother, Brooke Lawson, had no explanation for why the child was unsupervised. She told authorities the baby walked out of the house while she and the father, Michael Baggatta III, were asleep.

"I didn't see a lot of remorse at that time," Allen said. "If it was my child, I'd be extremely thankful someone found my child and my child was safe."

Lawson and Baggatta were arrested and charged with child neglect.

Greene said this isn't the first time he found a child from that home on Rogan Street. A few years ago, he found a naked three-year old who belonged to Lawson's mother. "If I would haven't found her, a car would have killed her. It's a sad situation," Greene said.

Two-year old Michael Baggatta IV was taken into the custody of the Tennessee Department of Children's Services. "I can't see how people can not want to take care of their kids and love them," Greene said.

Police said that during the investigation, Lawson told them Baggatta was at work the night before the incident. But, Baggatta told police he had no idea where his son was and that he was home all night, not at work.
