As a heel I'll go with Perfect as well. Other than his rise in the early 90s and DX turn Michaels is looked at as a much loved babyface.

even though he was a face most of his career hbk as a heel was still awesome to me.

HBK, he got tons more jeers from the crowd than Perfect did as a Heel.

Now this is the match of the tournment. If you were going on just a great career as wrestler then maybe Michaels would edge it, but as a heel I just think Perfect had the perfect gimmick and had a number of great feuds.
