At the time I thought him as the Taskmaster was cool as was the Dungeon of doom but looking back it was pretty meh. So gonna go with Miz.
It's Sullivan and it's not close.
The horrible Dungeon of Doom aside, the guy was the 2nd coming of Satan in Florida, solid as the manager and leader of the Varsity Club in the NWA and had one of the greatest feuds ever with Benoit in WCW.

Couldn't agree more.
Kevin Sullivan was one of my favorite heels, and totally gets my vote here. The Miz however is a great heel, but not in the same league as Kevin Sullivan in my eyes.

Miz has a chance to have a bigger impact on wrestling as a heel than Sullivan but as these guys above me already mentioned how many great heel roles alone Sullivan has portrayed while be a complete asshole to just about everyone in the business. True heel.
Sullivan for me also, he was just one of the best and most convincing at playing that crazed, unpredicable, but intellgeint nut job! LOL. He also had one of the best minds and promo styles of his era. I like The Miz, but this one is pretty clear cut.

Went with The Miz, not a fan of Kevin Sullivan so I am slightly biased. Miz did good work as a heel during his WWE title reign and also during his Awesome Conspiracy team with Truth.

I had to go with Sullivan. If Miz had like another year of his heel run under his belt it'd be closer but Sullivan just has so much good work under his belt. It should not even be that much of a debate.
