Mankind won the WWE title from the Rock on the January 4th 1999 Raw. He lost the title back on January 24th 1999 at Royal Rumble in an I Quit Match. He won the title back on the January 31st 1999 Halftime Heat Special in an Empty Arena Match. He lost the title back on the February 15th 1999 Raw in a Ladder Match. He won his third WWE title from Steve Austin in a triple threat match also involving Triple H with special referee Jesse Ventura on August 22nd 1999 at Summerslam. He lost the title to Triple H the next night on Raw in a match with Special referee Shane McMahon. Mick Foley won the TNA title from Sting at Lockdown on April 19th 2009. He lost the title to Kurt Angle on June 21st 2009 at Slammiversary in a King of The Mountain Match also involving Samoa Joe, Jeff Jarrett, and AJ Styles.

Lex Luger won the inaugural WCW title by defeating Barry Windham in a Steel Cage Match on July 14th 1991 at The Great American Bash. He lost the title to Sting on February 29th 1992 at SuperBrawl. He won his second WCW title from Hollywood Hogan on August 4th 1997 on Nitro. He lost the title back on August 9th 1997 at Road Wild.

Mick Foley is a hardcore legend for a reason, Lex Luger is great and all but I preferred seeing Foley as champ.

I'll go for Mick Foley, His title runs were recieved alot better to say the least.

Lugar's reign that he won from Hogan should have went longer tbh but yeah Foley has this.

Mick Foley is the greatest transitional champion I've ever seen and Luger however great can't say he is.

Luger for me was always a better guy when he was chaseing the big title. He had some good U.S. reigns, but as world champion he didn't do much for me. Foley in his prime and as world champion was so over and a great talent.
