That was intentional, they wanted to make Cena look vulnerable and sell Brock's presence. They want the audience to think "Wow, Cena needs the chain around his knuckles to even stand near Brock, this guy must be tough". Cena is selling Brock's appearances so well but not getting any credit which is a shame imo.

Brock could obviously kick Cena's ass regardless of his chain around his hand. Cena would get double legged and his face pounded on. A chain wouldn't stop that

It was to build up Cena as actually being vulnerable to Brock as well as to harken back to the time when Cena was fresh and had his badass gangster rapper gimmick.
