Where is Survivor Series? Check the numbers, maybe SmackDown does do well there.

They aren't gonna travel to other states to attend their SmackDown shows.

Fans like what they like. You also have to remember casual fans generally outnumber IWC fans by a large margin.

I'd also say that some fans only go to PPV shows. I know when a PPV is in Boston I'll go, but I don't always go to the TV shows. So fans can prefer SmackDown on TV without paying to go to the arena.
