Backlund was one of the men to really push wrestling into one of its finest eras. Iron Sheik, though, was one of the greatest at putting on the foreigner gimmick.

Even though the both seemingly emerged in the early 1980s thanks to Hulk Hogan, Iron Sheik became much more of a star than a bland, Bob Backlund. It wasn't until Backlund returned in 1994 that he showed another side which was more comedic, but by then he just looked like a midcarder on WWE's roster even though it was a transitional period that needed stars. Sheik takes this.

Never got into Backlund just was pretty generic as stated for a good part of his career. Sheik on the other hand no one has ever still been able to pull off the anti american gimmick the way he did. It's one of the basic staple heel gimmicks in wrestling and yet a lot fail with it.

Going with Sheik for the reasons mentioned above, Backlund may have been a better in ring worker, but Sheik takes it in ever other category.
