TNA could be a great company if they decided to lower their budget, higher their talent standards

How do they lower their budget anymore than what it is? What fat is there to cut? Lower their budget but bring in higher end talent? How? If they can't belly up and give either Roode or Young more money than how is it expected to bring in other high end talent to perform and have any sort of incentive to over perform to potentially make more money?
