XXVIII had the WOAT undercard but the main matches def delivered where Savage/Flair can't even manage to make up for the TERRIBLE fucking Sid/Hogan match with the botched finish that saw Sid as one of the few people to ever kick out of the leg drop :lmao thanks Godfather

This is actually close because the IC Title and WWF TItle matches from 8 are both very good. But the rest of the card is forgettable. 28 is a much more stacked card.
